BIDS AND AWARDS COMMITTEE
INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
1. The Municipality of Pinamalayan, Oriental Mindoro through its Bids and Awards Committee (BAC) invites prospective bidders with considerable experience in the lease, development and operation of a commercial complex to apply for eligibility and bidding for the project.
2. The list of minimum requirements is indicated in the Eligibility Forms. Applications for eligibility will be evaluated on a “pass/fail” basis. Eligibility of bidders will be done based on the following criteria: (a) experience of prospective bidders in undertaking a simoila project within the last ten years with a total floor area of at least 3,500 square meters in a single contract, and (b) capacity for capital infusion of at least P 30 million into the project. The eligible bidder whose technical and financial proposal meets the minimum criteria in the bidding documents shall be considered for determination of the Highest Calculated Bid. The Municipality of Pinamalayan shall give preference to prospective bidders with extensive expertise in property development and management such as those having a track record of an aggregate area of 50,000 sq meters and combined contract cost of P 150,000,000 within the immediately preceding ten years from submission of bid documents. Detailed criteria for the evaluation of bids shall be provided in the Instructions to Bidders. Bids received below the minimum rental rate shall be automatically rejected at bid opening.
3. All particulars relative to Eligibility Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Contract shall be governed by the pertinent provisions of R.A. No. 9184 and its Implementing Rules & Regulation.

5. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
6. The Eligibility Forms & Bid Documents will be available at the BAC Office, Municipal Hall, Municipality of Pinamalayan, Oriental Mindoro through Secretariat, MR. ENRIQUE N. MOCLING upon submission of a Letter of Intent. Submission of the forms, release of the results of eligibility & further inquiries shall be through the same office with contact no. (043) 284-4409. Bid Documents is subject to payment of a non-refundable amount of P 2,000.00 to the Municipality of Pinamalayan, Cashier.
7. The Municipality of Pinamalayan assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
8. The Municipality of Pinamalayan reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
